Absentee Voting

Any qualified voter who expects to be out of the County on Election Day or whose religious beliefs prevent personal attendance at the polls may vote by absentee ballot. Those who are incapacitated on Election Day may vote by absentee ballot.

Applications for absentee ballots may be obtained from the County Clerk not more than 40 nor less than 5 days prior to said Election Day if made by mail, and not less than one day if made by personal application.

Reasons for voting absentee include:

  • expecting to be absent from county of residence
  • expecting to be temporarily absent from the country
  • serving as an Election Judge in a precinct which is not the precinct of residence
  • observing a religious holiday
  • performing election duties for an Election Authority
  • performing law enforcement duties
  • called for jury duty
  • resident of licensed care facility nursing home
  • temporarily abiding in another township/county/state
  • holder of an Illinois Disabled Person Identification Card which indicates Class1A or 2 disability
  • physically incapacitated

To request an absentee voter application, you can send an e-mail to our office. Please make certain that your mail address(NOT e-mail address) is included in the body of the message. We will e-mail confirmation of the request, and mail the application the day we receive it.

Early Voting

Early voting will be conducted at the office of the County Clerk at 189 E. Court St., Kankakee from January 11th to January 28th. Office hours are from 8:30 a.m. until 4:30 p.m. Monday through Friday. The office will also be open from 8:30 until noon on Saturday, January 16th and Saturday, January 23rd. **In addition, the office will be open on Wednesday, January 27th, until 7:30 P.M.

State law requires that a registered voter show valid photo identification before voting early. Voters casting an early ballot must display a current driver’s license, a state-issued ID card or another government-issued ID with a photograph.

The law prohibits a person who voted during the early voting period from voting at the polls on Election Day. The votes cast during the early voting time period will not be counted until after the polls close on Election Day.

Military/Overseas Absentees?

Members of the Military and their dependents and U.S. citizens of the United States temporarily residing outside the U.S. may submit a Federal Post Card Application (FPCA) to receive an absentee ballot.

A Military voter is defined as: Anyone serving in the Uniformed Services which are defined as the U.S. Armed Forces, Merchant Marine, Commissioned Corps of the Public Health Service, the National Oceanic and Atmosphere Administration, and U.S. Government employees serving outside the U.S.

The FPCA form can also be obtained from your Commanding Officer, U.S. Embassy or Consulate.

  • Click HERE to download the FEDERAL POST CARD APPLICATION (FPCA). 
  • Complete the FPCA form.
  • Provide the complete street address of your Illinois voting residence. A post office box is not sufficient.
  • The state of Illinois does not allow you to receive or return the absentee ballot electronically. Please include a current mailing address.
  • If you do not list a party affiliation, you will not receive an absentee ballot for primary elections.
  • You must sign and date the FPCA. Witness/Notary is not required by Illinois.
